Kerry Fraser wants to answer your emails at [email protected]! ----- Hi Kerry, My question is - is there anything in the rules or handbook that allows a referee to overrule a call by the other referee on the ice? I mean, when there is no doubt in your mind that the other guys call is dead wrong, could you, would you? Any examples from your career when this may have happened? I know referees can overrule linesman calls (seldom done, but have seen it). Jim Cameron, Nevada Hi Jim: Your question is a good one because there really isnt anything in the rule book that allows for the specific overruling of a call from one referee to another official. Rule 31 pertains to specific duties of the referee. Rule 31.2 – Disputes: "The Referees have general supervision the game and shall have full control of all game officials and players during the game, including stoppages; and in case of any dispute, their decision shall be final (This rule was implemented when there was only one referee; now there are two, each with equal authority. Major League Baseball has a designated crew chief while NHL officiating does not)." Duties of the linesmen are outlined in Rule 32. Their primary function is described as conducting faceoffs, calling offside and icing. We also know that they intervene in player confrontations and break up fights. Linesmen are also empowered under this rule to stop play under limited situations, provide their interpretation to the referees of any incident that takes place during the game and if they witness certain infractions that are unobserved by the referee (Generally, this would include double minor for high sticking, major, match, game misconduct, abuse of officials; including physical abuse). A referee would then assess the prescribed penalty. The delay of game penalty - puck over glass - is one where the linesman assists the referee from his vantage point as often see through a huddle that takes place with the four on-ice officials. About the only place where we see a provision for an error in the calling of a play is under Icing where Rule 81.2 states, "If the Linesman shall have erred in calling an "icing the puck" infraction (regardless of whether either team is short-handed), the puck shall be faceoff on the center ice faceoff spot." In an effort to avoid an obvious mistake there have been cases where decisions have been reversed after consultation as a team. The angle, with which a play is viewed, no differently than various television replay angles, can be crucial in determining the proper call. Problem here is that the official has only one real-time vieww from his vantage point on the ice at the time. Oakland Raiders Janikowski Jersey. I generally like to keep huddles and conferences to an absolute minimum on the ice but there are times where input from a different vantage point or new information can result in changing a decision aside from typical video review of goals. One night my partner raised his hand to call an apparent high sticking penalty which resulted in an injury to the player who had been struck deep in the corner to the opposite side where he was standing. A double minor was going to be assessed. A linesman and were standing on the same side of the play in question at the blue line had an unobstructed view down the wall. Both of us clearly saw that the injured player was cut by his own stick as both players came together. We immediately went to our colleague and informed him of our version of the play. No penalty was assessed based on this new found information, and rightfully so. Both coaches had already been informed by their assistant coach/spotters in the press box that replay verified the basis for the reversal of the penalty call. In a game involving Terry Murray and his L.A. Kings I raised my arm and stopped play to call a tripping penalty but reversed that decision when I received new evidence following the blowing of my whistle. Heres what happened on the play. As the Kings were attacking with speed through the neutral zone a forward carried the puck over the blue line. The puck carrier was a good eight to 10 feet inside the zone when a defenceman stuck his stick in the skates of the Kings center man, tripped him and gained possession of the puck. All in one motion I raised my arm signaling the infraction and blew the whistle stopping play. A split second after blowing my whistle I heard a second whistle blow. It came from the lips of the linesman signaling an off side at the blue line. I immediately consulted with the linesman who said he had been bumped as players crossed the line and wasnt able to get the whistle to his mouth quickly enough to stop play. Since the trip became inconsequential due to the off side which should have stopped play, I chose not to call the penalty. I approached Coach Murray at his bench and explained why his team was not going on the power play, even though everyone in the Staples Center had seen me raise my arm to call the obvious trip. As a result of the offside play I appealed to Terry explaining that if the role was reversed he wouldnt want the penalty assessed to his team. He agreed as I modified an announcement used by my NFL colleagues when a flag is thrown in error. I said, "Terry, it was just an inadvertent ARM." Coach Murray nodded with a grin. ' ' '
